Obamacare applications submitted over the phone experienced the same delays faced by applicants online.

According to a memo obtained by ABC News from Republican congressional investigators, applications submitted over the phone use the same computer system as the Obamacare website.

President Barack Obama reassured the public during recent healthcare-centered events in Boston and elsewhere that applicants can bypass the website’s technical issues by sending applications by mail, or by calling a hotline, The Hill reports.

The Department of Health and Human Services is working with Healthcare.gov contractor QSSI to repair the troubled website by the end of November.
