The House GOP will proceed on its own version of a plan to end the U.S. government shutdown and lift the nation’s $16.7 trillion borrowing authority, but with Obamacare conditions attached.
Multiple news agencies are reporting that the House Republicans’ proposal will delay the law’s medical device tax for two years, make changes to the health insurance subsidies for members of Congress and put in place income verification for the health-care law subsidies.
Attaching negative changes to Obamacare could be a "poison bill" that could delay the progress that’s been made on via the Senate's bipartisan plan plan that is acceptable to President Barack Obama.
Senate leaders Harry Reid, a Democrat, and Mitch McConnell, a Republican, were said to be close to a deal on Tuesday that both sides could swallow. Their bipartisan deal would avert a potential U.S. default by extending the U.S. Treasury’s borrowing authority until early February. The Senate deal would also fund the government until mid-January, ending the current 15-day shutdown. Deatail of that plan are being finalized Tuesday.
A delay the 2.3 percent medical device tax, a crucial component that would provide tens of billions in funds for the health-care law, was taken off the negotiation table in the Senate. Republicans instead received a small win: a form athat would ensue that those receiving Obamacare subsidies were eligible, based on income verification.
